Sample product
Soy wax candle in glass jar

Hand-poured scented container candle made of soy wax in a 20 cl glass jar, approx. 8 x 9 cm and 300 g, closed with a tin lid. It has a cotton wick fixed to the jar base with a metal sustainer tab and is scented with lavender fragrance oil at 8% by weight. Stated burn time is about 40 hours, burned in sessions on a heat-resistant surface.

Materials

Soy wax (hydrogenated soybean oil), Braided cotton wick (lead-free), possibly with paper/wax coating, Metal (typically zinc-plated or tinned steel), Lavender fragrance oil, 8% w/w, Glass jar, 20 cl, Tin-plated steel, Paper (adhesive)

Intended users

General public: adults and teenagers, the latter ideally with adult awareness. Not intended for use by children. Children, elderly persons and pets may be present in the household where it is burned and are considered as exposed persons.

⚠ Red flags found for this product

  • CLP Regulation (EC) 1272/2008 likely applies. Scented candles are treated as mixtures under CLP. Lavender fragrance oil at 8% very likely contains linalool and/or linalyl acetate above the thresholds that trigger allergen labelling (EUH208 'Contains [allergen]. May produce an allergic reaction.') or even Skin Sens. 1 classification (H317, GHS07 pictogram, signal word 'Warning'), and possibly aquatic hazard statements. Get the CLP calculation for the finished candle from your fragrance supplier, or a CLP labelling service, before selling. The exact label wording must come from that calculation, not from this document.
  • CLP labels and safety instructions must be in the official language(s) of each destination country: German for DE, French for FR, English for IE. An English-only label is not sufficient for Germany and France.
  • You are UK-based. Under GPSR Art. 16, an EU-established responsible economic operator (e.g. an EU responsible person or authorised representative) is mandatory for every candle sold to DE, FR and IE. Their name, postal and electronic address must be on the product/packaging/parcel or accompanying document, and shown in the Etsy listing. Under CLP, the EU importer/supplier name, address and telephone must appear on the CLP label if the candle is classified.
  • If the candle is classified as hazardous under CLP, a poison centre notification (CLP Annex VIII, with UFI code) may be required in each member state before sale. This is normally done by the EU importer. Check this with your EU responsible person or importer.
  • The glass jar is the most likely failure point (cracking from overheating). Unless the jar is confirmed candle-rated and burn-tested with your exact wick/wax/fragrance combination, the product could be unsafe. Do not sell until burn tests are done (see testing recommendations).
  • Do not imply the empty jar can be reused for food or drink. The jar is not supplied or assessed as a food-contact material.

EU legislation checked

yes
Regulation (EU) 2023/988 – General Product Safety Regulation (GPSR)
Candles are consumer products not covered by specific EU harmonisation legislation for safety, so GPSR applies fully. This includes the safety requirement, risk analysis, technical documentation, traceability, EU responsible person, distance-sales information and accident reporting.
likely
Regulation (EC) 1272/2008 – CLP (Classification, Labelling and Packaging)
Scented candles are mixtures. Lavender fragrance oil contains skin sensitisers, and at 8% the finished candle is likely to require at least EUH208 allergen statements and possibly full Skin Sens. 1 (H317) labelling with pictogram, plus precautionary statements.
check
Regulation (EC) 1907/2006 – REACH (incl. Annex XVII restrictions and SVHC Art. 33)
This applies to raw materials such as the fragrance oil and wax, and to metal parts. Lead-cored wicks must be avoided. Fragrance components must not include restricted or SVHC substances above the limits.
likely
Commission Decision on safety requirements for candles under the GPSR framework (fire safety standards EN 15493 / EN 15494 / EN 15426)
The European candle standards set out fire safety performance and safety labelling. They provide a recognised benchmark for showing that the product is safe under GPSR Art. 7–8.
check
Packaging and Packaging Waste Regulation (EU) 2025/40 and national packaging/EPR rules (DE VerpackG, FR Triman/Info-tri, IE)
Shipping packaging and retail packaging placed on the market in DE/FR/IE may trigger national registration (e.g. LUCID in Germany) and sorting-label requirements (France Triman).
check
Regulation (EC) 1935/2004 – Food contact materials
Not applicable as long as the jar is not presented as suitable for food or drink after use.
